A contractor proposes to install 42" diameter x 10 to 15 ft long precast piers in sand/silt soil for support of 40 ft traffic poles.  The standard procedure, Dept of Transportation,  is to pre-drill holes  12" larger than the foundation and place clean sand in the voids using hydraulic methods or fill the void with flow-able concrete fill.  

The contractor states he will "use water as a medium to hydro pack the surrounding soil" around the precast pier.  

I am not familiar with this method of installation.  The original design was to cast concrete piers/drilled shafts in the soil.  Can anyone explain this procedure and its equivalence to filling the void with clean sand?
