We are going around about the interpretation of the subject paragraph in SP0472.  The issue is deliberate additions.  One interpretation is that anything in excess of 0.01% for Ti, V, and Nb is deliberate as is anything in excess of 0.0005%B is deliberate. Ti is the only micro-alloying element which may be added as a de-oxidizer.  The other thought is that since they are incidental to our melting process,unless we physically add them, they are of no concern beyond what is stated in Para. 2.3.4.1 for Nb and V since any pickup will be through the raw material used. V is controlled to 0.03% max by the material specification.  I'm very well aware of the reasons for the restrictions, however, it comes down to the quality vs production ways of thinking.  Any help is appreciated.
