I personally doubt it is rubber. The carousel set has a base in rubber, are you sure the utensils do too?

Mfg. process = overmolding.

Rubber possibilities might be santoprene, or other injection-moldable (thermally processed) elastomers, these are the most commonly used.  It would be possible to overmold with just about any rubber, provided the handle material can survive the 250-350 deg. F rubber curing temperature for 1/2 hour or so.  Generally, the slower processing time of cured rubber makes it more expensive than the melt-processable elastomers.

The handles are probably a grade of TPE such as Santoprene.
