That icon means you have copied the curve and pasted it with a link back to the original curve, and the original curve exists in the same file as the copied curve.

Right-click on the curve and use Parents/Children to find out what it is linked to.

If you modify the original curve, the copied curve will change also.

Remember, the blue arrow can be on many icons in the tree, it will always mean a linked copy of something within the same file.
