As the title suggests...
I would like to hear from people with experience in at least XPSWMM and PC SWMM about their take on the softwares. The local municipality will accept only DDSWMM but we would like to make a case for either PC SWMM or XP SWMM. All I have heard through the grapevine is that PC SWMM underestimates 1:100 storm runoff amounts. Not sure about the credibility of that comment, but insights related to that aspect or otherwise will be very helpful.

I do not think XP-SWMM underestimates anything if you know what you're doing, and I'd suspect PC SWMM doesn't either, if you know what you're doing. The problem with SWMM is knowing what you're doing. Poor assumptions and careless omissions can lead to major flaws in SWMM models.  As can oscilations.  Always check your continuity error at the bottom of the output file, btw.

Thanks beej67. I got asked yesterday if there is a document of any sort that compares the pros and cons of XP SWMM and PC SWMM (municipality is snooty about PC SWMM). Can anyone suggest a reference (doesn't have to be a paper, even a consultant's written report of comparison that is publicly available on the internet will do too)? Thanks!!

Call up XP-SWMM and get something from them.  As far as I know, the underlying math of both softwares is exactly the same, the only difference is the GUI.

As a long time XP-SWMM user in the past, who's now paying for his own software, I'd use EPA-SWMM if I was forced to use anything.  It's not amazingly intuitive, but honestly neither is XP-SWMM, and EPA-SWMM is free.
