Division 2 Head Calculations

For ASME Section VIII Div. 2 heads,
why does compress calculates stresses per 4.3.10 for heads on vertical vessels but does not calculate those stresses on heads of horizontal vessels ?

There may be a significant point I am missing. I would much appreciate any clarification.

Short answer: wind, seismic, and unbalanced snow load.

Long answer: 4.3.10.1 references the forces and moments depicted in Figure 4.3.7. Looking at that figure, radial stresses are not considered.

This is just a shot, since my copy of Compress is not setup for Div 2 calculations.
