As you see in the picture, in the fire water underground piping network, we have a header line with many branches diverge from the header separately. For branches with final destinations near each other such as branches No. 1, 2 and 3 can we combine them into one branch and diverge it at the end to reduce the cost of material, excavation and construction?

I would say you should be able to run a common supply line sized to handle the largest flow requirement but I would want to ensure there wasn't a need for separate lines (redundancy of supply maybe?).
