In Europe, pressure safety is addressed on a national level by the Pressure Equipment Directive (PED).  In Canada, pressure safety is addressed on a national level by the B51 code and CRN registration.  What rules or codes exist for the USA?  Are there national or local rules?  Obviously the ASME codes for boiler and pressure vessels and piping exist, which are used in Canada, but is there a governing piece of legislation mandating their usage in the USA?  I am thinking about this question mostly on the scale of a "fitting" (<1.5 cubic feet of enclosed volume).

49CFR Parts 192, 193, 194 & 195 provide National rules for cross country pipelines & LNG facilities. The independent States provide the laws governing boilers and pressure vessels and pressure piping within their boundaries and they, for the most part, mandate ASME Boiler and Pressure Vessel Codes and piping Codes.

Nuclear power generating stations and fuels processing and reprocessing facilities are also under US federal regulations.

Boiler and to some extent pressure vessel safety law is addressed on a local level in the USA by regulatory bodies and/or Jurisdictions. The codes that are typically involved with boiler safety are NFPA and the National Board Inspection Code (NBIC). For pressure vessel safety you have the NBIC and API Codes.

Good question.  With the possible exceptions of the states of wyoming, alabama and south carolina, all US states have adopted ASME for both boilers ( section I) and pressure vessels. However, in 1997 the National Board of boiler inspectors has made it possible for a jurisdiction inthe US to accept "registrationof boilers and pressure vessels manufactrued to codes of constructon other than ASME code" but with some restrictions. This is to procide compliance with interantional trade rules.
