Where in the world do Eng-Tips members come from?

Wind load analysis of solar panels mechanically attached to a roof.

I am analyzing a roof mounted solar panel array with the panels being supported by a racking system and the racking system is mechanically attached to the roof.  They system stands about 2 feet (at the low side) off of a flat roof and is tilted at 30 degrees.  I am analyzing the racking system as a MWFRS using ASCE 7-05 Figure 18-A and am comfortable with this wind loading.  

The question that I keep asking myself is "Do I design the attachment to the roof using MWFRS loads or do I use Component & Cladding loads and if I use the C & C loads, what figure would I use?"  I am leaning towards using MWFRS loads based on the information in attached article, but am still struggling with this.  And if I am going to use C & C loads in this case, would I treat that entire array as the "component" and use Fig 6-11B?  

Any thoughts on this would be greatly appreciated.  Thanks!
