What is a mirror reflection in the context of atomic behavior?

The thread above kind of touches on the subject.

From what I've read, atoms have 2 modes, emission and absorption. Is a reflection total atomic spontaneous emission? At an angle? What's refraction? I don't understand how reflection and refraction fit into the actual behavior of the atoms and em waves.

Thank you.
