Identify This?

A friend sent me these two photos and asked if these components could be air release or air/vacuum valves. This assembly is installed at the high point of a sewage force main. Although the set-up looks very much like a standard APCO 1800 Combination Valve, I can't identify what looks like a weight arm (from a check valve?), nor the brown ball where the flex clean-out hose connects to the smaller valve. The smaller valve looks like a Val-Matic, with the offset vent and hinge castings in the top, The clean out is straight from the Crispin catalog and is optional with Val-Matic, with the exception of the ball shaped device. Any Ideas?
