Can you advise something on how to design an oil toxic vault? considering that it is coming from a trench that carries oil and water? maybe oil and water separator will be considered.

Is this just a containment tank that intercepts water (and oil suspension) from a trench.  Can it just be a container with an oil drain located near the bottom (inverted J pipe) to draw off the oil as it becomes an issue?

Much of a volume?  Have you looked into commercial products...

Actually, it is an oil tank for a transformer. oil from the transformer will be collected by a sort of drainage. but the drainage will also accumulate rainwater. what will enter into the tank is now water and oil. and possibly more water than oil. we have created  a tank before, just an enclosed tank. but i think, eventually, it will be full of water. i am thinking of making one that will accumulate less water. like it will carry oil and water into the tank, but the water not be stored in the tank.

Is it presently leaking oil?  For the last three transformer yard projects I've done, I've used a product called Sorbweb.  This is a material that jels when subjected to transformer oil and seals (and, has to be replaced).  For the most part the basins just allow rainwater or precipitation to leak through (very little resistance to water).  No catchment/filtering required.

Look it up... it's an excellent product and the basins can be earthen with no concrete except for transformer and fire separation walls.
