The underained properties of soil can be estimated in the field  with thumb, Torvane and PPT.

Is there a correlation between the Cu and C' values.  Thank you.

No.

There are some correlations between index properties such as Atterburg limits and drained strength in some materials.

For normally consolidated soils, phi-cu may be roughly approximated as 1/2 of phi'
