Does anybody out there have a good handle on this section because I don't.  Here are a few of my questions.  IPSW=Intermediate Precast Structural Walls.  Also, I will number the sections of 21.4 based on the modifications in Section 1908.1.3 from the CBC '10/IBC '09.

1. Are IPSW's required to be connected?
2. If so, is this connection the only thing that separates intermediate from ordinary?  If not then what exactly is the difference?
3. What if I connect the panels with steel plates that are anchored in per Appendix D?  Does this remove me from following Sec. 21.4 or do I still need to abide by it?
4. When they talk about yielding elements of the connection does this only apply to Appendix D Section D.3.3.5?  I ask because I am following Section D.3.3.4 when designing my connections.  My connections aren't specifically designed to yield, but they are governed by the ductile steel element.  Does this mean that I only have to follow the requirements for "elements that aren't designed to yield" per 21.4.4?
5. Section 21.4.6 seems kind of limiting since they only reference SDC C.  What happens in SDC D, E, and F?  Should I assume that they mean SDC C and anything worse because they are usually fairly explicit when they want you to do that.
