I have a laminated wood pole, that is subjected to a moment at its base, compression load is minimal. Does Section 3.9.2 of NDS 2005 Edition applies to wooden poles. Please see a copy of the NDS code. Is this equation for stability or member strength?

It is for both stability and strength.  

Note the l/d for stability (unsupported length) in the equations that will limit the bearing strength.

but does it applies to poles? as they have insignificant amount of compressive load. adding both flexural components along the long side and the short side yields a value over 1.0.

If you look at the "where" section you will note that at a value of 1 or more the equation (3.9-3) does not apply.

at woodman88, sorry I don't understand your answer. could you be more specific and what is 'where' section?

Look at your attachment. The page 21 upper left starts with "where" and give three equations that must be met for equation (3.9-3) to apply.

According to he calculations, all three conditions are true. all actual stresses are a lot smaller than allowable stresses. Laminated pole is 50' tall, 18"x16" cross section. I use E=500,000psi.
