Saudi Aramco, long known for what many have thought to be an excessive demand for pipeline anchor blocks in that 1.) they require anchor blocks on pipelines entering/exiting pump stations, even if they were not required (which may still be the case), and 2.) for specifying conditions that make such anchor blocks extremely oversized as well.  I just found an article appearing in their Q2 edition of 2011 Journal of Technology looking at ways to reduce the size.  

I'd like to eliminate these anchor blocks entirely (when not needed), but this is certainly a "monumental" step in the right direction.

I'm guessing that baby weighs in at 400 tons, maybe they are running out of concrete

Or may be they didn't have a portable batch plant
