We are having an issue trying to find the difference between these specs on allowable weld thickness tolerance. There is a belief that the Mil spec is less forgiving than the aws spec. Looking for specific info and feedback to help us resolve this issue. Any help would be appreciated!

Not to be a wiseguy, but have you looked at the two welding standards side by side?

I'm not sure what you mean by "allowable weld thickness tolerances".
