We have a 165psi MAWP ASME stamped air tank on new construction portable construction equipment.  Air suppied by large compressor.

From vessel is 6-inch sched40 discharge piping.  This piping has both slip on flanges and welded tee and elbow fittings with pipe to pipe butt joints.
Discharge pipe has an 80psi safety relief valve near vessel.

What code governs the construction of the air piping from pressure vessel?
Does the pipe to pipe welds require full penetration weld joint detail, or are partial penetration joints acceptable?

The best-fitting Code for this pipe is ASME B31.3.  On pipe-to-pipe buttwelds, full-penn is required.  Also a qualified WPS - Welding Procedure - and a qualified & certified welder must be used.

Don't skimp, do it right -- 8NPS pipe at 70-80 psig is lethal if someone is standing near it when it fails.  Any boiler repair shop, and most piping & mech contractors will be qualified to do B31.3 work.
