Anybody know why they say that the rooftop structure provisions only apply to building structures with h<60'. Is the just the limits of their testing?  I looked the commentary and didn't find a definitive statement on this matter.

Am I being reckless if I use these provisions for say, a building with h = 80'??

I presume you are looking at ASCE 7-05. In ASCE 7-10, it has been clarified that the values for "other structures" can be used when you have RTE @ 60' and above. See Section 29.5 in ASCE 7-10
