Figure out what your air demand rate is, what your minimum air header pressure can be, and what your maximum pressure is (guessing 100 psig). Determine what duty cycle percentage you want your compressor to run at--25% of the time, 10%, taking into consideration what type of compressor it is--dry screw, wet screw, centrifugal, reciprocating, etc--and ensuring that it's long enought for it to reach operating temperature, or downtime is short enough that it never reaches ambient temperature.
Then you have a start.

More realistically, calculate your maximum surge requirement, CFM, PSI, Time. Receiver should handle surge without having pressure drop below minimum requirement, compressor must meet maximum mean air requirement to maintain desired pressure in the receiver. One rule of thumb is 1 gallon per CFM. This is meaningless for compressors under 100 CFM, and In my opinion would lead to poor system design. I would not use smaller than a 80 gal receiver for a 5 HP compressor, 120 gal for a 10 HP, etc.
