I have a drwing that I created in July 2011, using SolidWorks 2010. I have a section view showing a circuit board, which has a jpg applied to it as a decal.  In the 2010 version, the decal showed up in the section view.  We recently upgraded to SW 2012, and I had to open the drawing to make a few mods to it. When I did, the decal doesn't show up now.  Nothing has changed, other than the upgrade. Is there some setting I am missing?

Did you open the file where the decal existed at before and make sure that the link to the decal has not been lost? if you haven't already, you will need to save the files and have them saved to 2012 and sometimes that will fix your issues. I would make backup copies if you haven't already just to be sure.

Also forgot to mention, that you might need to update your Video card driver to the proper certified one, if you have not done so already... this is crucial when you upgrade to a new version of Solidworks.
