We are planning to install a new 1200 Amp switchgear that will be fed from some open overhead outdoor aluminum busbar. The bus bar is rated at 3000 Amps and 15kV. We are tapping (2) 500 kcmil/phase, MV-105, 133%EPR insulated cables from the busbar to the new switchgear. The switchgear is about 100'away. Are there any rules on medium voltage when tapping like this we need to observe?

According to NEC art 240.101.B the  feeder overcurrent device could  protect the branch[tapped] circuit also. That means the setting will be 1200 A instead of 3000 A .
But, anyway, the insulated cable shall be provided with suitable termination in order to avoid moisture ingress and  leakage .
