Is there a repair code similar to API 653 but for AWWA D-100 tanks?

Nope.  

About 30 years ago, D-100 and API-650 were identical.  This tells me that using API-653 for repairs and estimation Remaining Life is appropriate.

There used to be an AWWA standard for tank repair, but it has been withdrawn for years, I think.

You could use API-653 to the extent desired.  However, base-design AWWA tanks don't include provisions for brittle fracture.  And leak-prevention is desirable, but not as critical as with an oil tank.  So some of the API-653 provisions could be relaxed considerably.
