If I have a heat exchanger with a tubesheet sandwiched between two body flanges (one flange subjected to 100 psig shell side design conditions, one flange subjected to 800 psig tube side design conditions). Does Appendix 2 require me to design both body flanges to the worse case Wm1 and Wm2 of both flanges?

In other words do I apply the higher operating conditions (Wm1 @ 800 psig) to the both flanges even though the shell side will never see that high a H or Hp?
