Does anyone have a copy of NAVFAC DM-2 document.  I need the wind loads from this document to evaluate a building designed in 1964-65.

Not sure what the copyright situation is so I would google: navfac DM-7.2

The document I am looking for was used to determine wind loads and was called NAVDOCKS DM-2 or NAVFAC DM-2.  The document you uploaded is for foundations.

NAVFAC DM 2, Structural Engineering was changed to UFC 1-200-01:

"The Unified Facilities Criteria (UFC) system is prescribed by MIL-STD-3007 and provides planning, design, construction, sustainment, restoration, and modernization criteria, and applies to the Military Departments, the Defense Agencies, and the DoD Field Activities in accordance with USD(AT&L) Memorandum dated 29 May 2002."

I realize that NAVFAC DM-2 is no longer used.  I am trying to evaluate the loads used for an existing building when NAVFAC DM-2 was used.
