Question...
The 1/2in dia. rod is sitting on a 1/8in plate half-way in. Please see pic attached
To design adequacy of the fillet weld of the rod as shown below, is it ok to assume planar dimension of weld groups?

Why do you have two different fillet weld sizes (3/16 and 1/8)?  A fillet weld will only be able to develop the strength of its thinnest member thickness.

I'm sorry, I don't recognize what you mean by "planar dimension of weld groups" ....
