We are designing a pressure vessel that we need to add a nozzle to. The question is what are the requirements that dictate how close a feature (the nozzle) can be with respect to an adjacent welded joint? What part of section VIII would be most applicable in determining this spacing?

Opening limits of reinforcement may contain a welded joint, see UG-37, definition E1.
Opening limits of reinforcement may not contain bolt flange material, see UG-40(e).
If your work is governed by other parts, such as UHA, UNF, UHX, etc. you should consult thise parts as well.
Now, as a practical matter it is good practice to separate welds by 1 to 2 inch toe-to-toe for inspection purposes.
