Is T23 included in the current edition?  Or still just a Code Case?

This material is under Code Case 2199-6, which was approved 4/11.

Just to clarify because I think what you were really asking is if T23 has been permitted for use, and not in Section II, Part A. ASME SA 213 Grade T23 has been in Section II Part A, SA 213 for some time. However, this material is not permitted for use as a Section I pressure part application because there is no stress line in Section II Part D. So, use of this material is still under the current Code Case I mentioned above.

Thanks for that clarification, because I find T23 listed in SA-213.  

The T23 tubes I have investigated are in Section I equipment of course, so I was wondering about the best way to describe this material.

No. You need to verify the allowable stress line for the applicable Code (e.g. B31.1 or B31.3, etc.,). Code Cases are specific to application.
