Does any one know whether the NYC DOB requirement for special inspections (TR-1) requires PE license & ICC certification for welding and bolting is mandatory or still pending further clarification and new rules? PE's with over 10-15 years of relevant experience also require the ICC certification?

On a NYC DOB TR1 form, the design applicant identifies the work items to be special inspected.  The list on the form includes items for welding and bolting.  The design applicant signs and seals the form stating that the required inspection items have been identified. Section 7 of the Form is where the inspection applicant PE or RA certifies that he is the principal/director of the special inspection agency accepting responsibility for conducting the inspections.  This person also signs and seals one or more statements regarding the inspections.  The inspection applicant should check off the statement that he has read the NYC Construction Codes as well as 1 RCNY 101-06 Rule which specifies the qualifications required for each inspection and that this agency meets those qualifications for each and every special inspection for which I/we take responsibility.  It looks to me like the particular inspector does not need to be licensed but needs to be under the supervision of a PE or RA.

Appendix A which commences on page 12/24 lists the qualifications for primary (PEs and or RAs) and supplemental inspectors (who work under the supervisions of the primary inspector) under each category. For bolting and welding (under item 4 on page 17/24), all inspectors have to be certified, including primary inspectors. Many PEs are have been attaining certification from ICC (for bolting and welding) or AWS (for welding).
