I created some templates and I have a pax file that calls them out. There is a tab on the right side of navigator tab that displays them. If I create a model file and try to drag and drop these drawing templates are imported in my file. If I have a previous drawing or anything previous in drafting it gets over written.

now what I would like to do is have those drawing views added and not have my original drafting deleted. I would settle for this option for now.

What I wish I could do is to drag and drop these drawing templates have any previous drafing borders deleted.  Then have them updated automatically with a new one that I dragged in. If its not possible with a pax file, is there a different way of going about doing it.

You might be able to capture this workflow in a journal where you first delete the old drawing border and then invoke the new template.

what is the difference between a journal and a macro?

I terms of this sort of situation, probably not much.  It's just that Journals are a newer technology than macros with two big advantages.  Journals are more likely to continue to work from one version to another as you upgrade since it does NOT depend on there being NO changes in the wording or presentation of a dialog (the changing of a single letter in a key part of the dialog can cause a macro to become obsolete and therefore useless).  Also, Journals can be edited and converted into actual programs with logic and extensive customization where you can insert your own interactive commands into a captured workflow.
