I trying to find an example of how to design a interior non-loading bearing cmu wall for out of plane seismic loading. Does anyone know of such example

No example, but wouldn't that be non structural items in ASCE. Where you at, a interior wind load might control.

90 mph
the wall is 16' tall

At 90 mph it is NOW structural!!

How does an interior wall get hit by 90 mph wind??

I'm assuming the wind loading is a mistake since it's an interior wall.  The loading should come from Chapter 13 of ASCE 7-05.  Calculated Fp according to equation 13.3-1, 13.3-2, and 13.3-3.  Per Table 13.5-1 ap should be 1.0, and Rp should be 2.5.  Also pay attention to footnote B of the table if the wall is braced by a wood diaphragm...

I'd distribute the seismic as a uniform pressure and design the wall on a 1-foot basis.  Size the reinforcing as you would for any other lateral load on a wall (similiar to cantilevered beam).
