I am looking for a reasonably priced software package to carry out drainage design for a UK based project including attenuation pond sizing, infiltration trench design and the like. I dont have the budget for the full WinDes product from Microdrainage. Any ideas ?. Can the Hydro CAD product be used on UK sites if the site rainfall data is available?

HydroCAD can be used anywhere the SCS or Rational method are acceptable.  You can define an IDF curve or synthetic rainfall distribution using your local rainfall data, depending on which runoff procedure you use.  Units can be set to Metric/SI or US Customary at any time.  For details please see www.hydrocad.net/global.htm

Do foreign countries use the SCS method?  If so, do they establish their own soils maps / etc, and tie them to NRCS hydrologic soils groups?

There are a number of countries that do use the SCS/NRCS method. Republic of South Africa is one example - they have their own set of 24-hour rainfall distributions - which are included with HydroCAD.
