A job description requires "experience computing materials for specification level engineering projects."  How is a "specification level" project different from any engineering project that uses specifications?

It is probably referring to an intent specification, not a design specification.

"An intent specification is a specification and development framework supporting system design and other system engineering activities, intended to provide more readable and reviewable specifications. Intent specifications are based on research in human problem solving and on basic principles of system theory and system engineering."
