Is there a way to avoid that users modify the reuse library from NX and limit the edition to an admin?

Yes, restrict the security rights on the folder of the reuse library.
RMB on the folder and on the security tab, change the rights of the USER to READ only, and add your admin account to the ADMINISTRATORS users with Full Control Rights.

Thanks Michaël. I guess you talk about native folders... What if the folders are into Teamcenter?

Inside TC, login as infodba or whatever your admin account is. Goto the reuse folder also RMB and then Access, you will see a lock symbol in the right bottom corner, click on it. Then you will get a ACL (Access control list) window, here you can add users/groups/... and give permissions for each of these users/groups/etc.
