Enabling Additional Controls in VBA

(OP)
Under the "Tools" menu in Project's Visual Basic editor, the "Additional Controls..." dialog box is unavailable (greyed out). I know I have the control I need in my computer. Does anyone know why I cannot use this VBA tool?

Update: I found out what was wrong. You can't attach references to controls unless a form is active. You can hide the form and manipulate the control programatically, but the form is necessary.
