Is their any difference in the coefficient of friction for 1020 CS vs 304 SS with the same surface texture?

Where can I find some tables on this?

There could be a difference even if machined to the same roughness and contact geometries are the same if, for example, hardness is different or surface hardening (such as a wear resistant coating or carburizing) is performed.  COF will differ depending on the 2nd material in contact, geometry, and lubrication.  I have also found COF changes during testing because wear on the part changes COF.  You probably would best be served by testing your system and geometry to get that information.

I would be very surprised if you can find any two identical surfaces on the same material which will give exactly the same coef of fricton. Of course this depends on which accuracy you can live with. Friction is a "black hole" and only approximate values can be used for engineering. Which means very high margin of safety.
