Can an owner/Operator do it's hydro test?

Hi all,

knowing that the owners' inspector may be a third party or the owner's employee and the hydro static pressure company has to be independent of the inspector. If the owner has a third party inspector, and te owner has hydro testing equipment and personnel, is it a conflict if the owner does it's own hydro test?

Not is it only acceptable, this is the common practice for API & ASME vessels and piping in the USA. The critical item is the pressure gauge(s); they have to be calibrated and certified.  Who actually pumps up the pressure is immaterial.

I understand your answer to mean that an oil/gas operator can hire and inspection contractor and do it's hydro test from in house. Do you have any reference in code or any other standard. The facility in question is ASME B31.3 type facility in production pad/site.

The code is silent on this.  As long as proper records are maintained, the presumption is that it was an honest test done by competent individuals using appropriate equipment.  I think that that is a fair assumption.
