Hilti Profis Edge Distance on Base Plate

When using Hilti Profis to size cast-in-place threaded rods, the program is using a value for minimum edge distance from the base plate to the center of the hole equal to 1.5 times the hole diameter. They're using a hole diameter equal to the anchor rod diameter plus 1/16". So for a 1" diameter anchor rod, the hole diameter is 1.0625", and the minimum edge distance on the base plate is 1.5937".
Does anybody know where this 1.5*hole diameter value comes from? Is it just something Hilti chose so they would have some value to use?
(It should not be related to any AISC requirements, because those requirements apply to high strength bolts in steel-to-steel connections. They do not apply to anchor rods. Hence why they prefer the term anchor "rods" over anchor "bolts.")

They didn't say where the default 1.5 value comes from.
