For a pressure vessel that is designed to NACE MR0175 or MR0103, are internal components such as support rods and support plates required to have the hardness confirmed if they are not pressure boundary components?

The end user is to designate which items are to comply with the two standards.  They will tend to do this based on the risks associated with failure of the items.
