im in adesert location,the on site personnel took soil resistance reading, it came back 18.3 ohms.i thought this was acceptable(below 21ohms).client wants 4ohms max.we have no bentonite,i suggest creating earth bed(soil only 1mt deep before hitting rock).daily watering and linking out earth spikes(X12) at earth bed would be suffice??

Your question is confusing, you have no distance reference for a soil resistance reading, are you refering to a ground to earth measurement? What method are you using for measurement?

measured reading taken from earth rod to soil, using soil resistance meter(fluke 1623).1st probe placed into soil 20mts from earth rod,2nd probe a further 20 mts.soil was dry also..

Well how do you knwo your reading is accurate? Did you take readings at different distances (1st probe, or "Y") and plot to show a plateau region to verify you are outside any spheres of infulance?

Your "Y" probe is at 50% the distance to "Z" probe, typically readings are taken at 52%, 62%, and 72% at a minimum, usually more points to verify.

You may want to do this before taking other actions.

Is this just a single rod?
