What is the minimum pressure that could prove srious and harmful in a fabrication/test shop environment?

25 psig can do some serious damage if you have a number of square inches of it, but that is not half the story. You could easily survive a 25 pound weight softly placed on one square inch of your head, but a blow from a 5 or 10 lb hammer on the same square inch might be another story.  3000 psig in a scuba tank might be a lot safer than an aerosol can sitting next to a space heater.

Damage, destruction and injury depends more on the amount of energy available, how quickly it is released, and what it is released against.

Cool, impact resistance of the eye protection and the minimum shear strength of human tissue would lead my way. The bone resistance could be a lot higher, yet the projectile could cause serious injury without touching the bones.

A serious shop hazard is blowing shavings /dirt with an air hose ( 0 =/- psig) ; glasses needed.
