I am looking at a u.s. east coast project in a coastal A zone w/ state's model residential building code based on the IRC. I am trying to determine if a stemwall w/ slab-on-grade is an acceptable foundation type. Floor would need to be raised 2 feet above adjacent to get to the required elevation. I know this would not be allowed in a V zone but is it allowed in an A zone?
