Norm means "standard" like ISO standard, correct?

EU "spec's" = norms.  In the USA, we use Codes, meaning that you are required to stay within the limits of that document.

ASME pipe design, fabrication & erection falls under ASME B31.3, available at techstreet.com, among other p[laces.

You identified these two issues as what you are interested in.  I suggest you go to www.pipingdesigners.com and then on the Home Page click on the "Tools" button located neat the top of the screen.  When the "Tools" page appears then click on the "Blue" box labeled "Section I" Leadership & Supervision Tools.
Read and study all of the items you see here.  

I think you will find guidance for both the man hour estimating and progress reporting on a project.
