I have a question regarding Table PW-39.1 of ASME Section I.

Is interpolation permitted when using Table PW-39.1? It is nowhere mentioned in Section I as I know.

No, the values in this table cannot simply be interpolated like the  relationship between temperature and allowable stress values. Table 39.1 is a time/temperature relationship derived from a parametric equation, similar to the Larson-Miller creep equation. For interpolation you would need to know the actual equation and constant to determine a time,  based on a known PWHT.
