i'm assuming this is point cloud data.

not sure what your CAD/CAE capabilities are...
this is what i would do.

1. Use Meshlab (free) or Solidworks (not free) to process the point cloud data.
2. Output to a format that Ansys can read 3D data from.
     - Workpoints, Surfaces, Solids
3. Add Contraints, Boundaries, etc.
4. ...
5. Profit

While it is possible...you may go crazy trying to develop a mesh using simple commands in Ansys with this kind of data.
