We have load calculation tables with detailed listing of all motors and other loads with their respective efficiencies, power factors and LOAD FACTORS.

We use this to size the upstream power transformer which is supplying the main switchgear. However, the swithcgear is supplying power to couple of MCCs. The vendor sized the MCC based on the load calculations we prepared.

However, I believe the MCC bus rating should be sized according to 100% load factor (same philosophy with feeder cables). Is my design approach correct...your comments are highly appreciated.

I'm not sure what could be the 100% load. If the total load you know now will be the same for the considered future it could be o.k. In a Power Station, for instance, the considered load at the beginning of project design some time could be only 10% of the final!
