We are coming from I-Deas into NX.  I am working on a NX drawing which things are going well.  We had a feature in I-Deas that would change the color of the dimension if the Dimension value changed after an update. Can NX do this same thing?

For Example you have a simple 1 inch hole and then you change this hole to .75 inch.  You then update your drawing then the dimension changes to reflect this change.  Now in I-Deas we had it set up so that dimension turned red and went onto a different layer.  It was easy to pick out what dimensions changed after a model edit.

I have experienced the dimension when it is no longer associated to geometry.  This is easy re associate the dimension to geomtry.  

I want the dimension to highlight if the value changes.  Thanks

I found track changes.  Is this the tool to be used for this?

...is the tool which will provide the sort of feedback that you described above.  Note that it does require that set this up for the drawing of interest before you start to make changes as it works by comparing the current drawing with 'snapshots' of the original, pre-edited drawing.
