Dear Professionals

We are working on the project of 4km-longed Propylene Oxide pipe line in Jurong Island, Singapore. Local code of practice for design, construction & operation of flammable liquid pipe line allow no pressure relief device, no low point drain and high point vent along the pipeline service corridor.

ASME B31.3 also calls for grounding and bonding of overground flammable liquid piping in order to prevent static electricity.

Could you guys please advice me what type of safety measures should be taken in case of exceeding design pressure along the pipeline between the supplier and plant battery limit?

I can't think of more than double block and bleed tight shut-off (TSO)actuated valves at plant battery limit.

Also, what type of grounding and bonding for Propylene Oxide pipeline?

Your professional advices are highly appreciated

Looks like it would be a much better strategy to chose a design pressure for the pipeline that is slightly higher than the maximum possible pressure that you could put into it.  Obviously you would not want that stuff vented out a relief valve outlet.

And as for grounding, use welded-on lugs every 1/2-km or so, and run a ground-cable [small, as this is a static ground] down to a grounding rod beneath the lug.

Should not the design be to ASME B31.4 in the first place? B31.3 is for in plant design and B31.4 for transmission lines.

I know of this job and the designer has been shopping around for someone to do the surge analysis and heat transfer design. I get the opinion that a competent experinced design house needs to be engaged. It is very risky someone designing such a pipeline and asking such basic questions.

Remind me to stay away from Singapore for a while!

you do not need a psv on the line, use a check valve around the block valves that can isolate the pipeline and when the solar ratiation causes the pressure to rise, the check valve will open to the low pressure sink (or psv system at the plant end.

we used this all the time for ethylene, propylene, benzene and other lines.
