Regarding the manual: Fatigue Design of Offshore Steel Structures, Recommended Practice DNV-RP-C203 by  DET NORSKE VERITAS , the Stress Concentration Factors formulas include the variables sin Ɵ max and sin Ɵ min and also ß max and ß min.

What exactly are the max and min in the formulas?

The limits are stated in the DNV itself. See page 71 for 2005 edition.
0.2 ≤ β ≤ 1.0
0.2 ≤ τ ≤ 1.0
8 ≤ γ ≤ 32
4 ≤ α ≤ 40
20° ≤ θ ≤ 90°
