I have a an HMI built using Factory Talk View Site Edition.  Is it possible to convert this to Machine Edition and have it run on a Touch Screen PanelView Plus 1250?

Not automatically.   Many of the features present in FactoryTalk View SE are not supported by FactoryTalk View ME.

In general, migration works better in the other direction.

Some things have no equivalent;  ME has just one data model, for example, and doesn't support VBA.

Some things just work differently.   For example, Pushbuttons in FTView SE have actions assigned to them, which can be FTView Commands or simple "set tag = value" functions.   A Pushbutton in FTView ME is a pre-packaged object like momentary, maintained, or interlocked, with a simpler data connection.

But some of the features should be transportable by Exporting them in SE and Importing them in ME, or just by importing objects into the ME project.   Right-click on the Display folder, for example, and try Importing a *.GFX (the Display file format) from the SE project.
